My OTF Login

OTF's login page (image below) has disclaimer text that could be added or revised within the Wagtail Admin.

In Wagtail settings go to Auth Settings

In Auth Settings you will find fields for you to add information. You could add a checkbox and embedd a url or link as well. Don't forget to click Save if you don't want to lose your work! The save button is a green button at the bottom.
